Enhancing and repairing the major inconsistencies in teld (#55)

* Re-estabilishing correct telTargetRaDec behaviour

* BART-specific minor changes

* Correcting startPark (), resetting ORI where desirable

Reflecting the original behaviour, described in teld.h.

* Clarifying tracking behaviour

Meaning and behaviour of tracking variables and functions is revised and made consistent.
The "tracking" variable now again reflects a (desired) tracking state and is consitently changed in specific cases.

* D50-site specific changes

* Sleep-mode of servos taken into account

* Completing hadec movement

* D50 transmission change

* Fix valueminmax and resolve camd-gxccd problems

* Improve camd driver for andor

Made by Mates. It might not be perfect, but still, it enables to acquire
(and save!) sequential images in a kinetic mode...

* Add basic encoders evaluation for D50 mount

* Repair gxccd init

* Repair and change ConnUDP to meet the actual needs
