rootstock: adding first version that supports running rootstock as a user

The implementation uses fakeroot for debootstrap first stage, genext2fs to generate
the qemu ext3 image, runs the deboostrap second stage entirely inside the VM (slower)
and finally creates the rootfs tarball using fuseext2.

For root, the same path goes as before (qemu-img, mount -o loop, debootstrap)
