* Language packs shouldn't depend on firefox, as we have a transitional
  recommends from the main language packs (which will go away after the next
  LTS) which results in firefox being pulled in to server installs on upgrade.
  Instead, add some Breaks to ensure that firefox + language packs *must*
  be upgraded at the same time, rather than relying on a strict dependency
  relationship to do this for us (LP: #800857)
