BCM2712: Preliminary tool support for secure-boot

Integrate the first version of the secure-boot tools scripts for Pi5.

WARNING: This commit is intended to support the development of
secure-boot provisioning tools. The secure-boot OTP programming
and functionality is currently for alpha-testing and could
permanently stop a device from booting.
