update to bakery 1.2.0

The API changed somewhat, so update the code to follow.
Also, per https://github.com/go-macaroon-bakery/py-macaroon-bakery/pull/60, the Checker.allow method no longer raises a VerificationError exception, so there's no need for the hack to work around that.

  Implement a fallback, case-insensitive search for User if the case-sensitive one fails.

  This is done using SOQL instead of a direct REST access to the User resource.

  Note that the SOQL query is pretty much a superset of direct REST access so
  eventually we could phase that out and use only SOQL to query for users. Since this
  affects commercial users I thought it best to be additive instead of replacing.
