added methods to RFIC_control.c to do channel changing and structs to RFIC_control.h to represent the register for the MAX and ADRF for each TV

removed the RFIC_Debug when calling ADRF6806_write and MAX2831_write to get rid of delay
moved ADRF6806_setup and MAX2831_setup from RFIC_control.c to main.c. Works properly now.
This is fully working revision with RFIC control in the framework.

Added the RFIC folder to the framework which has the RFIC_control.c and the RFIC_control.h. Also added RFIC_Debug to the lcd_debugger.c to debug the RFIC_control.c functions.

moved lcd_debugger.c and lcd_debugger.h to the SERVICES/DEBUG folder
changed all of the SPARE_SPI definitions to ADRF6806_SPI
added MAX2831_SPI definitions to EVK1100.h
setup the main.c so that the MAX2831_SPI is initialized.
got rid of the RFICContConfig.h since it wasnt useful anymore
