README: Change QRT-Alternates flag definition

QRT-Alternates does not stop at first successful installation,
instead it goes through the whole list. It has the ability to
specify the package to be installed according to the release.
Also adding a note to try to keep one line per package
specification for a better maintainability.

packages-helper: stop when pkg is installed

in qrt-alternates list, when a package is successfully
installed, we should stop running through the list.

test-libpng: Update libpng tests with different PngSuite files

The previous ftp.simplesystems.org/pub/libpng/png/images/suite/
is not active anymore, so it was updated to schaik.com/pngsuite.
A few other updates:
 - Some PNG files that used to removed due to failures does not
   need to be removed anymore as with the new suite it does not
   fail;
 - Test Bad PNG was updated to test all bad files using same
   pattern instead of the tests based on the specific files;
 - Added another '-v' in pngcrush execution because in some
   Ubuntu releases the text used to search and assert was
   only included with more detailed information than usual
   (tested with all releases and it seems to work ok);

adding condition on how the encoded string should be depending on versions as tomcat7 and tomcat8 <= 16.04 are missing single quotes and backslash encoding
