Port po2json.py to Python 3, and clean it up.
This commit simplifies a lot of the logic going on in po2json.py,
ports it to python3, and adds a nice little --debug mode so that you
can see the contents of the dictionary it's created rather than just
the urlencoded blob at the end, if you desire.I tested this with both webapps that had translations and webapps that
didn't, and it never produced an empty string, so it should work well

Add option to run test from local copy instead of LP; Remove print in utils.js that tends to flood the console in contexts where _ is called a lot (e.g. googlenews & getPosts()).
