converged display of package bugs and team bugs into TriageBugsPage. MainWindow.py now handles the logic of retreiving the bugs tasks. Also, all bug lists now include cached descriptions with the bugs.

changed TriageBugsPage to be a container for receiving a bug list rather than handling retreiving bugs iteslf, in preperation for reusing the class for team and release bugs. Disabled buttons in perperation for generalizing triaging functions.
