We recently had a package that took the review scripts over 10
minutes to process.

We will increase the timeout to accomodate these.

https://bugs.launchpad.net/click-reviewers-tools/+bug/1454633 is filed
against the review tools to see if they can be sped up for this
type of package.

We set the time_limit a bit larger than the soft_time_limit, so that
usually an exception will be triggered and the task will retry, but
if it doesn't stop on that exception it will be hard killed.
