disable patch-to-news README generation

git-build-recipe automatically converts `Format: 3.0 (quilt)` packages
to native if there is no pristine-tar branch or upstream/* tag:
<https://bugs.launchpad.net/bugs/2024971>. This breaks the generation
of `debian/emacs-common.README.in`, which assumes that the patches
exist in `debian/patches`. This is a workaround until
git-build-recipe can generate orig tarballs from arbitrary refs.
