Use OpenCV's standalone Python extension support for this.

Remove the manual dependency on libcharls2 added to resolve #978452.
This is a dependency of libgdcm3.0, not directly of opencv, and the
missing dependency was fixed in that package. It looks like this was
bug #971425.
