Add quilt directory missing for applied patch in r351

r351 (ssh: generate ed25519 host keys if supported (LP: #1461242))
added and applied patches/lp-1461242-generate-ed25519-host-keys.patch
but did not commit the quilt directory. This patch adds that directory
to make bzr happy.
