cleanup-instances: Escape the instance name

These can contain regex special characters, e.g. "c++" contains "+". If
this happens, we fail to match the instance with any running test,
leading us to think it is unused and delete it. That breaks the in
progress test, and if the test takes over an hour to run then it makes
it all but impossible for the run to finish.

assimp is big on amd64

fails locally in qemu with 1G, passes with 8G of RAM

Drop cross-toolchain-base from arm64 big_packages

It currently always fails, and is hinted, so the results aren't used
anyway. We should not use 4× the resources we would for a regular test
on it.

Once this passes, if big_packages is assessed to have a meaningful
impact then we ought to reinstate this.
