iscsi-disk.rules: append to SYSTEMD_WANTS to avoid clobbering other rules

When testing with LVM over iscsi block devices, it was found that
the iscsi-disk.rules file rule clobbers additional SYSTEMD_WANTS values
that may already have been set by other disk rules. Fix by appending
our rules to the the environment variable.

with iSCSI iBFT using DHCP, run ipconfig to get dhcp data instead of using iBFT data

handle iSCSI iBFT DHCP to correctly run ipconfig to gather all DHCP config
info, including DNS search domain, which iBFT can't provide.

debian/tests/test-open-iscsi.py: Fix called process error.

CalledProcessError is not a builtin error type, it comes from subprocess.
The bug here was that the test would not SkipTest if there was
no image available as intended.
