We now use a newly available command, cloud-config-drive, like cloud-localds but instead generates ConfigDrive images for use in cloud images. Rework some of the networking tests to look for some of the newly expected function, like ip link set to rename devices as present. Handle the variance in how netmask/cidr is displayed. Remove precise/trusty from testcases as we don;t have a cloud-init that runs there.
