Merge sysinfo-no-root [r=therve,jkakar] [f=268560]

sysinfo now loads configuration from /etc/landscape/client.conf (from the
'sysinfo' section) and writes logs to /var/log/landscape/sysinfo.log when
run as root.

The configuration file handling code, especially the writing code, has been
updated to deal much better with writing back conf files so that unrelated
sections and options aren't overwritten. This is necessary now that we
intrepret the client.conf in two different ways with two different sections.
