Add an apt tracker.

We're getting rid of libapt-inst, so this is a bit different than
usual.

* Provides: libapt-inst goes away
* Package: libapt-inst2.0 goes away
* Package: libapt-pkg5.0 becomes libapt-pkg5.90

libapt-pkg5.90 will eventually be bumped to libapt-pkg6.0, but we need
to get things rolling now to get things tested.
