One of these is a temporary-ish work around for the fact that we do not
have data on /query for armhf. (the released-dl.txt files would need it).

There is a patch to fix that lack of data at [1]

* ARCHS was not used at all (variable used was ARCHES).

handle issue where resolv.conf was a dangling symlink in the image

with resolvconf, the correct target of a symlink is
../run/resolvconf/resolv.conf. This allows for that case.

This does have a potentially silent failure case now, if the -server kernel
were ever to go away on i386/amd64. Instead of failing, it would just
take the arm path of not doing that.
