Add saml2idp 0.21 and dependencies:
- bs4 is required for testing
- m2crypto 0.36 to update the ancient one from system packages, without which a function we need is not available as a context manager, which is ridiculous in 2020.

Add saml2idp 0.19.
The main change is optional support for non-sha1 signatures (in principle any method available in python hashlib is supported, in practice the target are sha2 algorithms, most likely sha256 and sha512). The default behavior remains sha1 for backward-
