Merge lp:~pwlars/ubuntu-test-cases/system-settle-wiggle-room into lp:ubuntu-test-cases/touch

We've been running into this for a long time, but there was never any firm decision whether to lower the threshold or not. Ogra is asking that we now lower this, and it's a quick change.
