Revert to --apt-upgrade when calling adt-run as 'Depends: @' may install packages that were never on the phone.

--apt-upgrade may install packages unrelated to the package we want to test which will break, but that's still preferred and will be dealt with accordingly (including ignoring all boottest failure reports until -proposed is sorted out).

Add bootfail test to simulate a failure to boot a device. Add timeout logic around adt-run to prevent a failed boot from hanging the test.
