We were running from the raring source tree before, but the API has
changed since then, so it now fails.

Do not assume that short_open_tag is On

php >= 5.5 seems to have this Off by default. We're smoking the LAMP
task here, not checking the details of PHP's default configuration, so I
think it's acceptable to change this test accordingly.
