Swap declaration order of Loaders

For some reason, the ubuntu-ui-toolkit uses the first contentItem's child as parent for all the popups. Here we make sure that this is the webview (as opposed to the Online Accounts loader).
We add a z coordinate to the Online Accounts loader to preserve the stacking order. Fixes: #1398046
