server: change debconf/priority to priority
As discovered with the bionic release, the value set by debconf/priority
is not being respected and therefore the priority is actually high and
not critical. This change uses priority only to properly set the

Remove dependency on gdebi-core and use apt-get commands.
gdebi-core was pulled from main in artful. Therefore, it can no longer be

static validation: remove cdromupgrade
For releases in quantal and newer the cdromupgrade di file is not
present. Because we have gone around the alphabet this check
is no longer working and is no longer useful as no releases that
are tested even have it anymore. This removes the exclusion list
and removes cdromupgrade from the list of things to look for.LP: #1686779
