rsyslog.d config snippet

Add rsyslog.d config snipped to create a /dev/log syslog socket in the
postfix chroot. Also, add a note about other syslog daemons to
README.Debian.

local file descriptor leak with 2.6 kernels and epoll.

Postfix 2.4 and later, on Linux kernel 2.6, leaks an internal file
descriptor when it executes non-Postfix commands. With this, a local
user can implement a denial of service attack on Postfix. There is
no breach of email confidentiality or integrity.
