aboutStartpage.js: Allow defaults packages to override homepage

Right now aboutStartpage.js wins over any static preference in
distribution.ini. Introduce a new configuration key
"<email address hidden>custom_homepage" which, when set, will be
preferred over our dynamic start page URL.

That way, l10n defaults packages can set their own homepage in
distribution.ini.

After installing a system addon in to the users profile, check for updates.
This makes it possible to ship incompatible (out-of-date) extensions in the archive and have them updated
correctly on install

Add support for installing system-wide extensions in to the users profile.
This is going to be used to migrate system-wide extensions installed via
the package manager to user-extensions updated by Firefox.

Note, this requires the extensions be moved in to a new folder (not read
by Firefox). This is /usr/lib/firefox-addons/local-extensions for now, unless
I think of a more appropriate place

Don't listen for profile-after-change in ufoxHTTPListener - we're
already loading the component off this signal
