Fix udev.postinst to preserve the enablement of the init script

When transferring ownership of the udev init script to sysvinit, the
service was disabled as it didn't check for enablement before calling
update-rc.d. Thanks to Mark Hindley for the original fix.

Include information whether a system was rebooted after upgrades in bug reports

Record previous systemd versions on upgrades and store this information
in /run/systemd/upgrade.log. Update the systemd bug-script to attach
this file if existing. While systemd re-execs itself on upgrades and
transfers its state, this is generally not tested.
