Don't start powerd at package installation

Installing the powerd package on a desktop causes trouble, as there is no
android LXC container. Under upstart this causes an eternal restart loop,
under systemd it just fails due to the missing lxc-android-config.service.

This doesn't do any harm on Touch images, as we pre-install powerd into the
image and don't expect apt-get to work.
