phablet-config: Add "network" group for saving/restoring current wifi
Add "network --read" and "network --write" commands to get/set the current wifi
connection. This is mostly useful around a factory reset to avoid having to
re-enter the wifi data. This is more convenient for local developers, and

* Upload patch from June the 6th.
* In phablet-test-run, check the return code when attempting to import
tests with python3 instead of just looking for text output. Log
messages generated on import will cause the import check to fail when
it should not.
