Merge ~pieq/plainbox-provider-certification-client:add-gpio-to-odm-uc22-test-plan into plainbox-provider-certification-client:master

Based on the Cert IoT test plan, adding the GPIO nested part for the ODM Ubuntu Core 22 test plan.

Note: currently, the only jobs in the GPIO nested part are for Raspberry Pi 2 and 3, so it will not change anything. However, if, in the future, we land more generic jobs in the GPIO nested part, these will be run as part of the ODM Ubuntu Core 22 test plan.

LGTM - this will increase the number of skipped jobs in a submission when testing Ubuntu Core devices, but should reduce likelihood of missing the addition of new GPIO jobs should we write any.
