Fix Graphics pest plan and add an AMD-specific Graphics test plan

We need the 'device' bootstrap job, so it was added to the Graphics test plan.
In addition, a new test plan was created specifically to test devices using
the amdgpu driver.

For these devices, we don't need to run the monitor/* tests twice, since there
is no change from one GPU to another.
