Restore google_compute_engine_init/systemd/google-startup-scripts.service to upstream version

A patch exits to update this file so there is no need to change.

Do not restart startup or shutdown scripts on upgrade (fixes lp:1668327)

Backport to Trusty.

Use override_dh_installinit to generate a postinst, prerm and postrm files
that do not restart the startup or shutdown scripts when the package is upgraded.

It also does not start these services when installed.
