NMDeviceModem: ignore device_state when re-enabling autoconnect
In certain scenarios ( like after an internal modem reset ), it's
possible for the device_state to be UNAVAILABLE when the modem_state
changes to REGISTERED. If this occurs, then the device autoconnect
will never be restored, and mobile data effectively stalled.
