Add dummy build node to local Jenkins config, to make label management easier.

Jenkins tries to play smart and doesn't show node labels input fields in many
places, if there's only one build node (like, master). This dummy node is to
work around that behavior.

Add DEBUG_PROPAGATE_EXCEPTIONS to be handy in settings.py

This causes Django to stop catching exceptions fancily, and instead they
got dumped to console log. Useful to debug Ajax view handlers, etc. Set
to False by default though.
