Explicitly specify DB locale compatible with DB encoding.

Otherwise, one can get:

createdb: database creation failed: ERROR: encoding UTF8 does not match locale en_US
DETAIL: The chosen LC_CTYPE setting requires encoding LATIN1.

Allow passing a base dirrectory in the vagrant bootstrap script

This way the script can also be used in situations where lava-deployment-tool
is not the Vagrant root (which is mounted at /vagrant), as part of a bigger
setup scheme.
