OldCodeHandler: Initial import from git repository

This is the code I use for controlling the old VAMOS E503 code. I maintain it in
a private git repository but I will keep a copy on bzr just in case someone
needs it. I've licensed it under the GPLv2, the same licence as much of the
KaliVeda code.
