Bump debhelper version in attempt to fix Trusty and Utopic build
Description of the change
Bump debhelper version.
Builds have been failing for Trusty and Utopic with what looks like an internal debhelper problem. This is a blind attempt at fixing the issue (but seems like a good change to make anyway). Precise comes with DH 9 by default.
