Check for database relation configured prior to attempting to authorize
access for other users. This causes the relation changed hook to bail
gracefully when attempting to relate the zuul-gerrit services prior to
the database is setup. The database relation changed hook will iterate
over the relations after the database is configured in order to authorize
the service/user.
