*Changed the spelling of "Arcarde" to "arcade"

There was a spelling error in the control file description: "Arcade" was spelled "Arcarde".
I also changed the start of the second paragraph.

Yes, that'd be great. There are 2 tools that might help you out. There
is one called forward-bug-to-debian which is a part of the
ubuntu-qa-tools bzr branch. (bzr branch lp:ubuntu-qa-tools) And
submittodebian, for forwarding patches, which is part of ubuntu-dev-tools.

I'll be commenting on some of your other merge proposals too.
