Patch the bin/tahoe.template file.

Since the first upstream packaging effort, the tahoe script was patched during
a dh_install override. Using a quilt patch keeps the rules file cleaner and
makes more sense.

Get back on using some of upstream's setup.cfg aliases.

They configure setup.py behavior, and we want it to run the make_executable
method to install the tahoe.template script in bin/tahoe when building, so that
it gets included in the package.
Also split the original quilt patches in more relevant pieces.
