To be used for both LTS and non-LTS releases.

Add checking of oversized images to the point release checklist

new-cycle-opening also needed meta-release updating

Expand on updating the meta-release files in point release

Explain that it's pre-build.sh for python-apt too

Clarify the cleanup of the autopkgtest environment
