desktop-iso: fix the iso-download URLtrigger url

Fix the desktop iso-download URLtrigger so that it looks for changes in
the SHA256SUMS file in the correct location, depending on the image
variant (desktop vs desktop-legacy).

Server ISO testing: trigger on .publish_info changes

Trigger jobs with a new image serial appears in the .publish_info
file for a given release and architecture. This way we trigger jobs
only if there's actually something new to test.
