Merge lp:~panfaust/kubuntu-packaging-next/kdelibs4support-work into lp:~kubuntu-packagers/kubuntu-packaging-next/kdelibs4support

Remove spaces in empty lines separating paragraphs. Without this, wrap-and-sort would be unsafe because it would try to remove some packages from the control file because of a possible bug in python-debian. With this change doing wrap-and-sort is safe again.
