get_tarball.py: use rsync with '--progress' instead of '-P'

With '-P' we would be allowing partial downloads; this may be a problem when
interrupting the download with Ctrl+C; with '-P' leaves a partially downloaded
tarball, so gbp-* could fail if you have that partial tarball. Without '-P' if
the tarball download is interrupted the partial file would to be removed which
is the behaviour we want from rsync.
