d/p/lp-1853852-*: fix issues with muliplexed shmat calls (LP: #1853852)

Some architectures multiple shmat calls, but system insists on adding
rules only "exact". This fails in those multiplexed cases as it would
need to add two rules. Systemd wants to skip those cases which
is fixing systemd behavior and tests with the more strict libseccomp
version 2.4.2.
