Fix for FTBFS in bug 1714554 - actually a rewrite of the suggested fix that was attached to bug 1657256.

LGTM as no substantial changes has been made to the original patch ibuf-mutex-use-full-memory-barrier-powerpc.patch and the testing that I've performed on top of the PPA shows good results.

Thanks for the review.
It is tested, the code delta is now much easier to understand and that is fine for the FTBFS that it fixes.

Robie asked me to sponsor, I'll do so now, but need to prep bugs to be correct for that.

Tag is up, unless the SRU Team wants the versions to change as the BB copy races with the upload this will be fine.
Otherwise it is just a changelog change and another versioned upload tag.
