d/rules: provide a compat link for the old open-vm-tools library/plugin paths (LP: #1944946)

This was discussed and even accepted in Debian as:
https://salsa.debian.org/vmware-packaging-team/pkg-open-vm-tools/-/merge_requests/11
But as outlined there we do NOT want this in experimental/unstable/22.04,
only the existing releases of 20.04, 21.04, 21.10 which have affected
versions shall be fixed to avoid regression-update in release.
