changelog: bump backport for Artful

After evauluation all the changes we added for Xenial also apply to
Artful. Only since Bionic the major packaging changes to debhleper
version 11 and many other things were applicable, so Artful will keep
all the reverts/modifications we made for Xenial.

Therefore only bump the other branch for an Artful upload.

changelog: squash both changes to one improved SRU version number

2:10.2.0-3~ubuntu0.16.04.1 will cause less issues when upgrading later
on. Now Bionic has moved on due to the bump+revert but in general lets start
with a sane versioning scheme.
