Info:
- Cosmic is a sync from Debian
- Bionic will get a backport of the stable release
Due to that the MP is against cosmic-devel as that keeps the Delta sane and shows "the new" changes.

If you want to see the changes the LTS introduced itself you can compare current ubuntu/bionic-devel vs ubuntu/cosmic-devel (import/17.11.2-1ubuntu0.1 vs import/17.11.3-3).

Marc did not on the last LTS, but I chose to update maintainers, since it is no more identical to Debian (I'm the Debian co-maintainer anyway).

I'll be doing a set of functional tests to fulfill the SRU exception, see bug 1784816 for more details - the review here is mostly from the packaging POV (also this ocntent was already tested from PPA and by Mellanox).
